National Security Adviser Ajit Doval on April 24 met his Russian counterpart Nikolai Patrushev for a second time this month. This was on the sidelines of the XII International Meeting of High Ranking Officials Responsible for Security Matters. The meetings took place in St. Petersburg, Russia. According to Russian News Agency TASS, 106 countries took part in the meetings, .
On the Doval-Patrushev meeting, the Russian Embassy in India said,

Doval’s Message Against Terrorism
At a lunch meeting of the BRICS(Brazil, Russia, India, China, South Africa+Egypt, Ethiopia, Iran, and the United Arab Emirates) group NSAs, the Indian Embassy said, NSA Doval called for closer cooperation in the fight against terrorism and concrete action to prevent transborder planning, funding and execution of terrorist acts. On March 22, the ‘Islamic State’ (ISIS/Daesh) terrorist group claimed an attack in Russia. That was at the Crocus City Hall concert venue on the outskirts of Moscow. 145 people died in that attack.
On the St Petersburg visit, Russian and Chinese press releases make it clear that China’s top security official Chen Wenqing was part of the meetings. He heads the Communist Party’s Central Political and Legal Affairs Commission and holds a seat on the Communist Party’s 24-member Politburo.
Significantly, he was on a nine-day trip to Russia. In any case, Chen also had a bilateral meeting with Patrushev. Earlier, Russia’s Security Council issued a statement. It said the two officials discussed “further strengthening cooperation between law enforcement agencies and special services.” Additionally, the statement said, “Opinions were exchanged on some issues on the international agenda. As well as, the statement added, “the parties confirmed their focus on enhancing coordination in the international arena.”
NSA Doval’s Official Bilateral Meetings
At this point, there is no official word if the Indian and Chinese envoys met. New Delhi has so far only made public that NSA Doval had bilateral meetings with the Brazilian representative,
