North Korean leader Kim Jong Un has outlined plans to strengthen and modernise the country’s economy over the next five years, as the ruling Workers’ Party convenes its Ninth Congress in Pyongyang.

The Congress, the country’s most significant political gathering, is tasked with reviewing past performance and setting policy goals across sectors including defence, foreign policy, industry and agriculture.

State media KCNA said delegates have begun mapping out strategies for what Kim described as a “full-scale progress phase”.

Focus on Economic Quality and Reform

In a speech to party members, Kim called for efforts to improve the quality of economic development, alongside advances in technology, culture and organisational management.

He stressed the need to “revolutionise” thinking and systems to ensure new projects are sustainable and effectively managed over time, signalling a push towards more structured economic planning.

Leadership Consolidation

The Congress has also underscored Kim’s grip on power. China’s President Xi Jinping sent a message congratulating him on his re-election as general secretary of the ruling party.

Meanwhile, Kim’s sister, Kim Yo Jong, was promoted to party department director, reinforcing her rising influence within North Korea’s political hierarchy.

While details remain limited, the Congress is expected to outline broader goals for economic management and military development in the coming years.

The meeting comes as North Korea continues to balance economic ambitions with its strategic priorities, amid ongoing tensions with the United States and regional powers.
