China’s State Council has announced the appointment of Janice Tse Siu-wa as Secretary for Constitutional and Mainland Affairs of the Hong Kong Special Administrative Region (HKSAR) government.
Appointment Backed by Beijing
The decision, announced on Monday, was made in accordance with the relevant provisions of the HKSAR Basic Law and follows the nomination of Hong Kong Chief Executive John Lee, according to official statements.
The role is a key position within the Hong Kong government, overseeing relations between the city and mainland China, as well as constitutional matters.
Leadership Transition
Janice Tse takes over from acting secretary Clement Woo, who had stepped into the role in January.
Woo replaced former secretary Erick Tsang, who resigned due to health reasons, prompting a temporary leadership arrangement within the department.
Veteran Civil Servant
Tse brings decades of government experience to the position.
She most recently served as Permanent Secretary for Environment and Ecology before retiring last year, following a long career across multiple roles in the Hong Kong administration.
Her appointment marks a return to public service at a senior level during a period when ties between Hong Kong and mainland China remain a central focus of governance.

The appointment reflects continuity in administrative processes, with Beijing maintaining its formal role in approving key Hong Kong government positions under the Basic Law framework.
