General Austin Scott Miller, the U.S. and NATO force commander in Afghanistan, has confirmed foreign troops have started the withdrawal process. “As we retrograde to zero U.S. forces, we will turn over the bases primarily to the Ministry of Defence and other Afghan forces and that’s all bases as we start moving through the retrograde,” he told a press conference. He also said he had spoken with the Taliban’s political office members in Doha and warned, “if the Taliban attack U.S. or any coalition forces, we will have a forceful response.” He added the U.S. will continue to monitor terrorism and act when “appropriate.”
