There are many firsts in this year’s interim Union Budget. The stand-out feature though is that it was sans populism. This, despite the fact that the incumbent BJP-led National Democratic Alliance is battling a three-term anti-incumbency.
The obvious question then is whether the Budget been delinked from the ballot?
