
Assam and the European Union have launched the Blue Valley Cluster, an initiative focused on flavours, fragrances and AYUSH, aimed at strengthening investment, innovation and bioeconomy cooperation between the state and European partners.
The project was launched jointly by the Government of Assam and the Delegation of the European Union to India. It aligns with the India-EU Comprehensive Strategic Agenda adopted at the January 2026 EU-India Summit and forms part of the broader Blue Valleys initiative.
A key outcome of the launch was the signing of a Memorandum of Understanding between the Assam Industrial Development Corporation Limited (AIDC) and the Federation of European Businesses in India (FEBI).
The agreement establishes a framework for promoting investment awareness, facilitating business-to-business and business-to-government engagement, and encouraging knowledge exchange between European and Assamese enterprises.
The launch event in Guwahati was attended by Assam Chief Minister Himanta Biswa Sarma, European Union Ambassador to India Hervé Delphin, Ministry of External Affairs Secretary (West) Sibi George, and Belgium’s Ambassador to India Didier Vanderhasselt, along with industry representatives and business stakeholders.
The launch coincided with a Team Europe visit to Assam, highlighting growing engagement with India’s North-East region.
Speaking at the event, Ambassador Delphin said Assam offered significant potential for advancing priorities under the EU-India Comprehensive Strategic Agenda. He said the Blue Valleys initiative would help connect European and Indian enterprises and support the development of sustainable value chains.
The ambassador also highlighted ongoing cooperation projects in Assam, including the CITIIS 2.0 programme in Guwahati and the Barak River Basin Management Action Plan.
Chief Minister Sarma said the initiative reflected a shared commitment to innovation-led economic growth and identified sectors for future cooperation, including semiconductors, electronics, defence, aviation, tea, agarwood, organic foods, natural fragrances and AYUSH-based products.
As part of the visit, the European delegation toured the Tata Semiconductor Assembly and Test Private Limited facility at Jagiroad to review Assam’s emerging capabilities in advanced manufacturing and technology.
Officials said the Blue Valley Cluster is intended to link biodiversity, research and entrepreneurship with international markets while supporting investment, innovation and skills development.
