Interior minister Yvette Cooper in January asked Louise Casey, a former senior official, to undertake a "rapid audit" of the scale and nature of gang-based exploitation in Britain.

A major search is underway for the suspect, who fled on foot after firing at police and abandoning a vehicle in which officers found a "manifesto" and a list of other legislators and officials.
